Welcome to Swan Hill Rural City Council's Draft Budget 2022/23.

We are pleased to present the Draft Budget 2022/23 to the Swan Hill Rural City community. Through this budget we will deliver a number of projects across our municipality, in partnership with State and Federal governments.

The annual budget is a key part of Council’s planning. It sets out Council priorities to build a Liveable, Prosperous, Harmonious Swan Hill Rural City Council.

This draft budget has a strong future focus for our region, continuing to invest in our community with key essential services and infrastructure. The proposed budget supports our region by advocating for essential infrastructure, increasing opportunities for cultural and tourism activities, boosting active transport and supporting our local businesses.

Draft budget overview and highlights

The current Draft Budget follows an exciting year of key project investments right across our municipality.

Our 2022/23 budget is based on a rate rise of 1.75%, with a continued focus on striving for efficient, high-quality services and facilities for our community, along with delivering a superior capital works program.

Some highlights include:

  • Advocacy for a new Swan Hill Hospital and new bridges for Swan Hill and Tooleybuc
  • Additional house lots to be released at Tower Hill
  • A a new laser light show and other night-time activation at Pioneer Settlement
  • Establishment and beautification of the McCallum Street footpath in Swan Hill
  • Ultima North Rd, Ultima (Reseal 3.6km)
  • Boundary Bend – Kooloonong Rd, Boundary Bend (Resheet 3.1km)
  • Economic development initiatives to assist the business community
  • The Empower Youth Initiative
  • Community and events grants program
